What it is
Entitlement management with access packages, access reviews, lifecycle workflows, privileged identity management for groups and identity governance reporting, per user, on top of Entra ID P1 or P2.
Included in: Not included in any suite; part of Entra Suite. Entra ID P2 carries a subset (access reviews and PIM).

- Companies with contractors and partners whose access must expire.

P2 has PIM and basic access reviews; Governance adds lifecycle workflows, entitlement management at scale and reporting. Many regulated estates end with both, or with the suite.
Does it work with on-premises Active Directory?
For cloud identities fully; for on-premises groups through synchronisation, with limits.
