Can we buy P2 for admins only?
Yes. Licence the people who use the P2 features; Microsoft licenses per user, and a mixed estate is normal.
Is Conditional Access in P1 enough?
For most small estates, yes. P2 earns its price when there are many privileged accounts or a compliance requirement for access reviews.
