What it is

Microsoft 365 F1 is for people Microsoft calls frontline: shop floor, warehouse, drivers, care staff — anyone whose main device is a phone or a shared kiosk. It includes Teams with shifts and walkie-talkie, SharePoint read access, OneDrive 2 GB, Intune and Entra ID P1 for the device, Windows Enterprise E3 rights on shared devices, and Viva Connections. It does not include a mailbox: F1 users can receive Teams messages but not email. The upgrade with a 2 GB mailbox and web Office is F3. Microsoft checks the frontline definition in audits: an F licence on a desk worker is a compliance finding.

Choose it if

  • Staff without a personal computer who need Teams messaging, shifts and company news
  • Shared devices and kiosks in warehouses, shops, hospitals
  • Reaching every employee with Viva Connections and Teams without buying a mailbox
  • The lowest tier in a mixed estate: E3 or Premium for desk staff, F3 and F1 for the floor

Do not choose it if

  • Anyone who needs an email address of their own — F3
  • Anyone with a dedicated PC at a desk — Microsoft rules exclude them from F plans
  • Users who need Office, even in the browser — F3 has web Office; F1 does not

A mailbox of your own

An email address and inbox for the user.

Without it: The person cannot receive email from customers or suppliers, only Teams messages; anything that needs a reply by mail goes to a manager.

Desktop Office apps

Word, Excel, PowerPoint and Outlook installed on PCs and Macs, working offline and with add-ins.

Without it: People work in the browser. Complex Excel models, mail merges, offline work on a flight and Outlook add-ins for CRM or e-signature do not work; the finance team notices first.

Advanced mail security (Defender for Office 365 Plan 1)

Links and attachments are opened in a sandbox before the user gets them; mails pretending to be the CEO or a supplier are flagged.

Without it: A well-made phishing mail with a clean-looking link reaches the inbox untouched; the only defence is the person reading it, and one in ten clicks.

Licensing rules and limits

Commercial summary; the rights are governed by the Microsoft Product Terms and the Microsoft Customer Agreement. Reviewed by IT Partner engineers; date at the foot of the page.

  • Per user; only for users meeting Microsoft’s frontline worker definition (no dedicated device, shared device, or primary work not at a desk)
  • No Exchange mailbox; add-ons for Defender Suite and Purview Suite for frontline exist
  • Not a cheaper general licence: assigning it to desk workers is non-compliant
  • Annual commitment: seats can be added at any time; they cannot be reduced until renewal. Cancellation with refund only within the first seven days of the term.
  • Monthly commitment: about 20% more per seat than annual; reduce or cancel at each monthly renewal.
  • A Microsoft Customer Agreement must be accepted by the customer before the first order; we send it for e-signature.

Questions

Can F1 users have email?

No. F1 has no Exchange mailbox. F3 includes a 2 GB mailbox and Outlook on the web and mobile.

Who counts as a frontline worker?

Microsoft’s definition: employees who use a shared device, do not have a dedicated device, or whose primary work is not at a desk. Assigning F plans outside it is a licensing violation found in audits.

Can F1 and E3 be mixed?

Yes; that is the normal pattern. Frontline plans exist to license the whole company at a sensible cost.

Which SKU do I buy in the EU: with Teams or without?

In the European Economic Area and Switzerland Microsoft sells the suite without Teams at a lower price, and Teams as a separate licence — Microsoft Teams EEA. If your people use Teams, the total is close to the old bundled price; if you use another meeting platform, the no-Teams SKU saves the difference. Outside the EEA the bundled SKU is still sold.
